Bush
announced that his letter to the editor of the Sentinel regarding the
consolidated Metro Base was finally published.
Commissioner
McLean
announced that due to State budget cuts, the Cabrillo College Stroke Center is
closing.
Michael Bradshaw of CCCIL announced that other casualties of the State budget include the Learning Center, the Disabled Student Services, and the Adaptive Physical Education program. The final vote on the elimination of these programs by the Board of Trustees is scheduled for April 1, 2003 at 6 p.m. at the Sesnon House.

McLean
distributed a flyer on universal design, which can be viewed at hometime.com.
He reported that services to children disabilities are extremely vulnerable to
cuts. There are staffing cuts proposed in each district, currently Scotts
Valley does not plan to make any cuts.

Chrisman reported
and distributed flyers on the aquatics classes for persons with visibility
impairments. The Duran institute has a new Program Director and the Board is
still serving as the Executive Director.
Duran has requested that a representative from the Commission visit the
program again. She also reported that she is relieved that she passed her Para
transit re-certification, however re-certification still remains of great
concern to many persons in the disability community.
7.2 Coordinators Report

The
Planning Commission requested Commission input regarding plans for remodel at
the Rancho Del Mar shopping center in Aptos. Commissioner Bush will review and
comment directly to Planning.

The
Planning Department has delayed their report concerning the Inclusive Home
Design Ordinance to April 1, 2003.

Home Design:

reported that the Planning Department supports the IHD ordinance and this will
be reflected in their report to the Board on April 1, 2003. The next step would
be for the proposed ordinance to go to the Planning Commission.

reported that the Cultural Competency Committee has developed a draft outline
for implementation, which she distributed.
ACTION: The commission approved support of the concept but recommended that the language be changed to make it more meaningful.

9.1 PHAT Support
ACTION:
The Commission will draft a letter supporting the intent and concept of the
PHAT report to increase housing, especially as it relates to persons with
disabilities.

9.2 Cardiff Place multi-use Housing
Jennifer
Bragar of JB Associates, representing Wave Crest Development, presented the
plan to build a 50 unit housing development with 1700 square feet of commercial
space. The development would require 15% low income inclusionary with the
remaining at the market rat of $700-$800 per month. Each unit would be approximately
350 square feet and would include a full bath. The entire ground floor
(approximately 27 units) would be accessible and adaptable. It is located near
the metro and would possibly incorporate rent discount for residents without
cars. Underground parking would include 52 spaces.
ACTION:
The Commission will send a letter of support to the Santa Cruz City Council
supporting the Cardiff Place development.
