Alexa Routson of Watsonville and her son attended to report
on housing problems they are experiencing in Watsonville. They had contacted
CCIL about their disability complaint and are looking for suggestions on who to
contact next. The Commission suggested contacting Supervisor Tony Campos. Sam
Finkelstein of Housing Choices Coalition attended as a part of the effort to
forge alliances with local groups, including Commissions.

Chair Stone reported the following:
Highlights of various legislative and disability related
news updates include (copies are available in the Commission office): Middle-class
medical bankruptcies on the rise, UN on International Poverty and Disability,
Jarek Molski - the ADA lawsuit fanatic.
Commissioner Heylin
reports on his conversations with Richard A.Stubendorff, the City CBO(Chief
Bldg Official) about ADA construction
requirements and concerns. Modifications or projects considered "non
structural” such as ramps, bath rails and widening doorways can be approved
over the counter without architect’s drawings but must comply with the ADA and
State and Local Building Code. Projects considered “structural” require the
usual building permits.
Commissioner
Quigg also reported on
his meeting with Jim Davies, a County Building Plans Examiner. No permit is
needed on ramps that are 18’ or less and ramps over 18’ require an OTC permit
and a handrail. A 30’ ramp requires a regular building permit as does
structural changes involving installation of elevators or lifts. No paperwork
is needed for re-striping parking lots or installing or replacing disability
signage. There is no review process on the latter unless a complaint has been
filed. Violations may result in an ADA red tag. Commissioner Quigg is
looking for more information on this and its exceptions (i.e. CA Bldg Code
1134B.2.1).
Commissioner Quigg
also reported on units he wants to build on Mission Street but is running into
parking requirement problems with the City. Sam Finkelstein of Housing Choices
Coalition offered to assist.
Commissioner Quigg
and community members - Routsons commented that the Pontiac Montana mini van
has electric slide out and down passenger and rear seats perfect for wheelchair
transfers. It was unclear whether this was standard or optional.
