1.0    Call to Order

Commissioner Heylin called the meeting to order at 12:40 p.m.

 

2.0    Roll Call

3.0 Minutes

Minutes of the January meeting were approved as amended. Msp JCW/PT

 

4.0 Oral Communication

John Daugherty of the Metro presented handouts for training new operators that include an overview of the ADA, Dos and Don’ts for Persons with Disabilities, and accessible features of the buses.  Bus tickets are now being sold at Seniors Council in Aptos.

 

Patty Talbot from Seniors’ Council reported that one of the groups that came out of last year’s Senior Summit is putting on a day of workshops, Caregiver University, on March 7 to address issues concerning the care of an elderly family member.

 

With the recent passage of the SCHIP program, no children under the age of 8 will be without medical coverage.

 

5.0 Community Presentations

Follow-up Items

 

6.20    Account  - The current balance in the Commission account is $ 5,125.90.

 

6.21  Business Cards will be edited and sent by e-mail to Commissioners.  Email address will be for the Commission Office so that they can be forwarded to the commissioner’s personal e-mail.

 

6.22    The Bylaws need to be revised.  There are two amended versions in the files that appear to have never been passed by the Commission or approved by the Board of Supervisors.  One of the areas that need to be discussed is absences at commission meetings and notice of the meetings.  Proposed revisions have already been e-mailed to the commissioners.    Samples of the bylaws for both the Women’s and Seniors’ Commission will also be sent.  The terms of Commissioners McGaw, Patrick, Stone, Spencer and Heylin are due to expire on April 1. 

 

6.23      Reelworks  - The film Murderball did not fit in with the theme of the festival and will not be on the schedule.

 

6.31  Collaboration - Commissioner Patrick reported that Community Bridges, Central Coast Center for Independent Living, Community Action Board, Senior network Services, Seniors’ Council and the Commission are working to put together a presentation to the Board of Supervisors on the survey conducted by Commissioner Patrick and the impact of anticipated funding reduction on people with disabilities.  This will be scheduled for a March or April meeting. 

Survey Assessment Report – Commissioner Patrick reported that the report still needs more information.  It will be about 30 pages with a cover letter summarizing the highlights of the report.  The target date for circulation of the draft of the report is February 28.

 

6.32  District Representation  - There is a concern that there are no commissioners from South County and that South County interests are not being represented on the Commission.

 

6.33  EDTAC – Commissioner Patrick is on a subcommittee with John Daugherty to develop a set of recommendations.  Priority will be given to improvements which may be possible through the Federal Stimulus Package, such as sidewalks, crosswalks and signals.  Virginia Butz is also a participant

 

6.4.2  Blog – Any website supported by the County of Santa Cruz cannot contain a blog.  However, there are currently links to activist sites on the Commission web page.  There can be links to blogs.  There must be a disclaimer about accuracy and not the opinion of the County of Santa Cruz. 

 

6.4.3     Porter Library – Commissioner Patrick reported that Kiwanis has tried to find a contractor to provide an accessible entrance.  Contractors were concerned about liability issues.  It is a private library, not publicly owned.  Commissioner Patrick will report back to the consumer who made the complaint and to the head of Porter library. 

 

6.44 Felton Faire will have a new temporary bus shelter.  There may be some other changes at a later date.

 

6.45 Twin Lakes – A letter was sent by Chair Heylin for clarification of the parking restrictions.  The bathroom facility is not ADA complaint because a person must either cross sand or stairs to get to the bathroom.   Research will be done to see who has jurisdiction over these bathrooms.

 

6.47  Accessible Construction – Commissioner Patrick reported that the last piece of the work is to wrap up the booklets and get them out to all the jurisdictions.  Commissioner Cosentino met with someone in construction who will put on a workshop for contractors on accessibility issues.  She also reported that Dominican PEP classes focus on aging in place, aging parents and home assessments.  There is also a new link for contractors who are certified for accessibility issues.

 

The First “Crutchie Award” was presented to Commissioner Patrick by Chair Heylin for his exceptional work in 2008 on the annual report, the accessible design brochure and other items too numerous to mention.
